Jackson – a city in northeast Alabama and the state capital city of the same name — had long been a place where big business, big money and big politics intersected.
Now, as the state budget slashes $500 million from the General Fund to close deficit-ridden and ineffective programs, including a nearly two-year-old “Revenue Management” system that the city of Jackson uses to try to stay within reach of the state’s $1. 3 billion per year budget, it’s becoming clear the state is trying to use Jackson as a way to move in on the city’s businesses.
As WBBJ TV Channel 5 reporter Dan Williams reports, state and local officials have been in discussions with city officials on how to implement new revenue management systems. But in order to get a deal that would cut off the city and the state it helps, they’ve first had to convince council of Jackson’s financial situation.
This is a time when cities around the country are making demands for cuts, and the demand is on Mayor Jim Folsom, who is at the helm of the city of Jackson.
Folsom is facing the prospect of cutting his own budget this year. That’s because the state Legislature has passed a budget that slashes about $2. 2 billion out of the city’s budget from the General Fund.
Most of the state budget cuts have been allocated to the Department of Corrections budget.
The department, which does most of the work of city jails, has been slashed by $2 billion over the past two years.
“In the last two years, our state budget has been cut in half, which is an outrage,” Jim Folsom said at a council meeting last week. “It’s almost like two years ago when they said we had to cut this much. It doesn’t make a lot of sense.
Councilwoman Patricia Roberts-Baird, who represents the southeast part of Jackson, had a hard time with that attitude.

Little says he was unsure if the council approved the contract because he did not plan to vote on it.
The council also approved a contract with a software company from another city to provide an automated phone system for the city.
