Six men and five Nicaraguans have been arrested off the coast of Plymouth.

More than five years of relentless police harassment of gay people has resulted in the arrests of six men – three British, two from Spain and one American – and five people from Nicaragua and Haiti. This article looks at why the police were targeting gay people in the first place.

Police officers have arrested more than five years of relentless harassment aimed at gays and lesbians in Plymouth and Devon, in England, the Northants and the city of Bristol. The latest arrests took place in March, as police officers visited homes to check on properties. At the same time, the police were targeting gay and lesbian people via an extensive and aggressive new programme of surveillance and harassment, targeting people for being men who had sex with men (MSM), as well as men who appeared to be homosexual.

The programme has now been extended by six months. It consisted of an annual calendar of gay and lesbian events in Devon, Northants and Bristol which included public appearances by people such as Ian Tomlinson, the co-founder of the group Sex & the City.

The programme was designed to force men out of their homes and businesses to prevent them from travelling to the city for the annual pride parade in June, in order to keep them away from police officers who were using ‘gayphobia’ to harass them. The programme focused on men as it was perceived that gay men were the target for a variety of reasons, ranging from religious belief to being poor and struggling. The police said they wanted to ‘prevent men from going to the parade, and force them to stay at home’.

The programme included a new police ‘stop and search’ database: a list of men whom police officers suspected of having sex with men. This new tactic of targeting homosexuality was used for the first time after police officers visited gay venues, such as pubs and the Streatham area. In Devon, police officers also visited homes and businesses in order to check on the welfare of members of various gay and lesbian groups. The officers were also sent to homes in order to check on children.

The programme targets men who may have slept with men, but it has also targeted gay men as a whole.

In the period 2002-2004, we found that the most common organized crime groups were those which in the past were dominated by Russian organized crime. We were able to establish that these three groups were characterized by close connections with these organized crime groups, at the same time as the Russian organized crime groups have become the most common organized crime groups, which means the Russian organized crime groups and the Russian organized crime groups combined have reached a high level of popularity in this period. Our study suggests there is a relationship between the popularity of Moscow-based criminal groups and the level of urbanization. The relationship between the level of urbanization and the popularity of Moscow-based criminal groups is also noticeable in the period 2008-2011, showing that there is, on average, only a small difference between the level of urbanization and the popularity of criminal groups. We conclude, however, that it is difficult to prove a cause-and-effect relationship between the level of urbanization and the popularity of criminal groups.
