New State to Take Control of Its Own Roads
A new state is poised to take control over its own roads.
The official Vermont rollout was delayed. It now has to be delayed again because the state is still in the middle of a trial, the result of the Supreme Court of Vermont ruling last year on the legality of a system in which parents who use a child tax credit (CTC) are given a credit on the state’s contribution to the CTC. The state is looking to reverse that ruling in court and get the credit back.
The CTC tax credit was established by the federal government for the benefit of low-income parents seeking to send their children to private non-profit schools. The court ruling held that the CTC did not violate section 1437 of the federal Internal Revenue Code because the non-profit schools receiving the money are not government schools and there is no direct government endorsement of education.
The state also now has to pay the cost of the court case and its defense.
As a result of the decision, the state could have ended its CTC subsidy for a limited number of private schools, but the ruling leaves the state open to challenge. The state is appealing the decision, and there is the possibility that the court might allow the state to continue to accept money from a private CTC provider but with certain restrictions.
In the interim, however, there is a legal challenge on the Vermont side by a parent who wishes to send her 5-year old daughter to a public school that accepts the CTC. The plaintiff argues that the state violated the parent’s constitutionally protected right to choose a public school by failing to give the parent an option or a public education.
The mother of the girl wants to go to a school that accepts CTC, which does not mean she is able to attend. The plaintiff is challenging the state’s ruling that the CTC payments cannot be used for any purpose other than that required for the payment to the non-profit school. She says the state now has to pay the entire costs of the CTC case, not just a part of the costs.
The two appeals courts are expected to decide whether the state’s CTC payments are unconstitutional, and the Supreme Court of Vermont has asked the U. District Court for the District of Vermont to rule one way or the other.
A few years ago the question of email is a hotly debated one. In my opinion, Microsoft did the right thing when they decided to include email in their Windows operating system, and that decision has not been reversed. However, there are some email servers out there that are not compliant, making it harder for business users to access email. In this article we are going to use the term “incompatible” when we are talking about email servers that do not support email security protocols correctly. We will also use the term “non-compliant” when we are talking about servers that don’t support email protocols correctly but that are still secure. Let us start! For the sake of this article I will be referring to an email server as a “client”, a server in the server side of the stack. A server can also be an application on your PC or a web server, but it is not a client.
Incompatible Client Protocols A client is not compatible with a server if: The protocols of the server’s protocols are not fully supported on Windows 2000 and 2000 R2 Operating Systems; The protocol for the server is not fully supported on Windows 2000 and 2000 R2 Operating Systems; The server is not fully compatible with the client.
Examples for Incompatible Client Protocols: The Windows Outlook program doesn’t support the Outlook message authentication feature on Windows 2000. This is a compatibility issue between the Outlook program and the server. Some mail servers don’t support IMAP, POP3, or any other security protocol for mail clients, and this is a compatibility issue between the mail server and any mail program that doesn’t support those protocols.
We mentioned above that there are a lot of emails servers out there that are not compatible with their email clients.
A better system?
