The malware used in an attack on the computer system of a Colorado Springs, Colorado, hospital was identified by researchers. An unidentified code-named “TinEye” was developed by a Chinese hacking group based in Taipei, Taiwan, and its authors identified it as a piece of malware found in the Chinese version of a Microsoft Windows update. The malware was written to infiltrate a computer system by using a Trojan horse, or a program that allows an attacker to run a program without being detected. The malware was used in a multi-phased attack against the computer system, according to the researchers. The malware took control of the computer system by performing a series of commands. The malware used an attack to gain access to a user’s files, according to a post on the Malwarebytes Security blog. An electronic system outage occurred at the Tillwater Medical Center (TMC) on June 26, 2007. The medical center was undergoing an extensive renovation and upgrade, with numerous software systems being upgraded during the project. During the course of the renovation and upgrade, access to the various systems were being interrupted as required, requiring that some system access be denied. A member of staff (LS) was attempting to access a particular software system, one that was being upgraded, while another system was being repaired. The system was being denied because the user account associated with the user attempting to access the system was locked and unavailable to the system administrators. An investigation revealed that the system administrator accessed the system account and manually modified the user account associated with the affected user account. After this administrative action, the user account was unlocked.

This case report describes how the case was handled. In addition, it provides additional information in its discussion of this case for the purpose of assisting other systems administrators in understanding the requirements for administering an electronic system outage in computer systems in which at least one user is locked out of some portion of the system. This is because such systems involve the risk that an administrator may be able to deny access to a user account, even though that user account does not have access to a particular system element.
