“To provide emergency food to those in need during emergencies is an important service that cannot be undertaken by a single organization alone. We therefore sought to partner with other organizations to ensure that programs such as GoPacks could operate with other partners (e. , the City of Toronto’s Food Bank, Ontario Mental Health Services). This partnership allowed us to use multiple partners to share technical, logistical and communication needs. A key component of this partnership was that it included both the city government and Food Bank in making sure that the program was working well for the low income population. It was also important that these partners were all working cooperatively. We found that it can work when there are multiple partners working in partnership. This type of partnership increased the effectiveness of our program.

In the aftermath of the global economic recession, many governments, foundations and NGOs are partnering with local organizations to support emergency food provision during local food-insecurity crises.

However, many of these organizations are small or poorly resourced while lacking the technical knowledge, funding and capacity to deliver high quality emergency food programs.

Our research shows that one of the greatest difficulties in sustaining emergency food programs during local food-insecurity crises is the lack of capacity on the part of the local organization.

With a lack of capacity as a key component of emergency food programming, small organizations or individuals operating at a lower level, facing limited resources, are limited in their ability to deliver quality emergency food programs.

Emergency food programs for underprivileged populations present unique challenges that may require technical expertise, technical ability, financial and human resources to deliver effective programs.
