Introduction: The National Mortgage Settlement Agreement (NMSAA) is a Federal housing program created by Congress in 2000 to settle mortgage fraud claims. It is the exclusive means of payment for the claims against the original homeowners in these cases. Since the NMSAA began, 1,000,000 new NMSAA awards have been paid out in settlements totaling $1 billion. This article is not, in any way, an overview of the NMSAA and how it works. It is meant to be a collection of facts and events that should be known to all potential applicants and applicants who apply for NMSAA. This article is only intended to give you an idea of what it might be like. You should only use this article for the information you need to understand what to expect in your NMSAA application.

On August 1, 2000, Congress passed the Foreclosure Reduction and Settlement Assistance Act (FRASA) to create the Foreclosure Reduction Assistance and Settlement Assistance Program (FRASPA). FRASPA was created to enable the Federal government to assist Federal, State, and local governments that have initiated foreclosure proceedings against borrowers who had defaulted on their mortgages. FRASPA did not replace the Foreclosure Prevention and Settlement Assistance program (FPASPA), which provided foreclosure mediation assistance to borrowers who had defaulted on their mortgages. All of the FRASPA money was allocated for foreclosure mediation. The primary purpose of the Foreclosure Reduction and Settlement Assistance Act was to assist the Federal government in helping the private sector to resolve foreclosures as quickly as possible, but not to provide any foreclosure guidance.

There are two main categories of people who have been affected by the failure to pay the original homeowner the NMSAA money. First, there are borrowers from “original homeowners” who are not paying their Mortgagee the full amount of the principal and interest due. The Federal government’s agreement with the original homeowners was not to extend credit to them. The mortgage debt was paid in full, or at least at the balance due on the due date of payment, but the government said it would pay some of this amount to the original homeowners. The second type of borrower are the “transferees.

The topic I’m interested in is “Does the presence of a system administrator influence the execution of a system?”. Some of the security questions I’m asked have an answer. “Does there exist a system administrator in the presence of a system?”. Others want to find a system administrator in the presence of a particular system that has been compromised. “What is the difference between a system administrator and system hacker?”. The topic is technical yet I still feel as though it affects other aspects of day-to-day security.

This topic comes up on daily basis. In my mind it is always a difficult topic to understand. It is a tricky subject to work with and to communicate to people from different backgrounds is hard to manage. We tend to have a general understanding of what’s required to maintain a system but it’s hard to really grasp the complexity that surrounds this subject. As a sysadmin one of the biggest struggles I see with a lot of the questions I get is, “Does System Admin” mean “System Administrator”.

A system administrator in the present context is a highly specialized individual who is employed full-time to work on a system. They are responsible for designing and implementing the systems as designed by their employer, and are usually responsible for some form of technical support such as patching, security vulnerabilities, or malware removal. A system administrator is also responsible for the implementation of system updates and maintenance procedures and is often responsible for the configuration of the systems that they design.
