Public safety departments have taken a number of steps to prepare for disasters, but they are still largely unprepared for an event as big and frightening as 9/11. While a wide variety of disaster recovery plans have been developed (for example, for the 9/11 event), none of these plans have been comprehensive, with many still in their infancy.

Preparing a multi-agency, multi-juridictional task force for emergency situations :

Preparedness and disaster preparedness and response activities fall under the management of the National Response Framework, which is a national integrated strategic process and framework for the Government to develop, maintain and operate a system of disaster preparedness programmes. These programmes and activities are coordinated under the auspices of Departmental Emergency Planning Committees (DEPCs) and are underpinned by the Management Framework Programme. The Directorate for Science and Defence (DSD) is one of the four main Directorate of Defence that are within the Ministry of Defence. In the past, the DSD has been mainly involved in research and development, planning, training, acquisition and maintenance of military and civilian equipment. In recent years, the DSD has focussed mainly on enhancing the capacity of National Cyber Security Group (NCSG) for dealing with emergency situations, cyber threats and cybersecurity issues and to maintain or improve its capabilities. This paper focuses on the DSD’s management of its multi-agency, multi-juridictional Task Force (TTF) for managing the emergency preparedness and response activities in cyberscafes and organisations within the DSD. The TTFs help to coordinate and integrate activities from different agencies and organisations with the ultimate aim of enhancing national security and enhancing the defence response capability of the nation. It is envisaged that the TTFs will also play a part in facilitating the work of the DSD in other non-related sectors of the Department of Defence and related agencies.

While there are many DSD staff who are engaged in the management of the TTFs, other functions that fall under the DSD have also been identified for this paper.
