Measure A Requests. Arts’Humanities.

This article is a follow-up on Measure A, which requested that the Government, the Arts Council, and the National Academy of Sciences of the USA, among others, provide research funding to artists in all the arts. A brief history of the initiative is given, followed by some specific proposals for funding.

Measure A was a resolution of the National Academies of Sciences of the USA, the Arts Council of the Arts Council of England, and the Government of Canada. The resolution directed the federal government to provide research funding to artists worldwide. This was a follow-up on Measure B, which was the subject of a comprehensive report to the federal government and the World Economic Forum in the summer of 2009.

The article reports on and describes Measure A.

The purpose of Measure A is to encourage the application of scientific knowledge to all the arts and humanities by providing resources to the international community for this purpose. It was a response to the call for worldwide research funding from the World Economic Forum in 2009. The initiative was intended to have global significance. (The resolution was also supported by the Arts Council of the USA and the Arts Council from Britain.

The Arts Council of England commissioned the Arts Council of Canada to carry out the evaluation and report process. The first author of the evaluation report was Dr. Bruce Miller. The Arts Council of Canada is an independent government agency charged with evaluating arts work, and is responsible to the Parliament of Canada.

The Arts Council of Canada found that the initiative was likely to succeed in stimulating new and improved research projects worldwide. While the report described a number of the projects, the authors recognized that the initiative was most successful at stimulating research by Canadian and international artists who work in all the arts. The report noted that most Canadian arts projects were on the art market as well as for the public. (One of the authors, Dr. Bruce Miller, was President of the Canadian Federation of Arts from 1991-1992.

The initiative was also supported by the World Economic Forum and was intended to be an example of how arts-related research could expand international collaboration to better serve the arts and the wider community.

On the other hand, two 8-bit PCM tape channels are connected to the same audio interface. All this makes for a rather complex and confusing situation. However, with the recent addition of the Digital Musical Instrument Digital Interface (DMIDE) to the PC system, it becomes quite clear that the situation is even more complex because the different sound processing units have to be used for the processing of the four channels of information, which can range from simple sound processing to complex DSP based sound processing. This in turn necessitates a complex and extremely time consuming task that can involve a lot of hardware and software development.

With the recent addition of the Digital Musical Instrument Digital Interface (DMIDE) to the PC system, it becomes quite clear that the situation is even more complex because the different sound processing units have to be used for the processing of the four channels of information, which can range from simple sound processing to complex DSP based sound processing. This in turn necessitates a complex and extremely time consuming task that can involve a lot of hardware and software development. With the realization of the digital format in the PC it has become clear that the problem of sound processing has become even more complicated due to the different formats of the PC sound cards. As a result the sound processing has become even more complex. Consequently, it has become even clearer that the task of creating the software for the sound card becomes even more complex and time consuming. It should be emphasized that the PC sound cards are still not standardized.

This, then, raises the question of how to deal with these problems. To deal with them, it is necessary to have the following two things: first, the ability to have audio and sound processing units from different manufacturers so that each one of the units can be used for the processing of sound and audio; second, the ability to have DSP units from different manufacturers so that each of the units can be used for sound processing.
