French television channel France 3 has been online since 2007 as “French TV“. In 2011 their web site disappeared and then, in June 2012, their social media accounts, which had been broadcasting their programming online, stopped functioning. The French media portal Mediapart, which has been reporting on France 3’s web existence, stated that the website had been completely wiped clean. As a result, the channel has not broadcast any new programs since June 2012. This article discusses the reasons for offline programming, how it affected the channel and how it was reinstated.
In a previous article “What happened to ‘French TV’?“ [1], I explained that France 3 was not able to broadcast its programming online since 2011 as the channel had lost their web presence and so their programming disappeared. I also mentioned that the French Media Authority (AFIP), after a long investigation, admitted that it had been unable to determine who had been behind the deletion of the channel’s web presence. It admitted that it was impossible to tell who had caused an online interruption of the channel’s programming.
In this article I will present the reasons for the offline programming, which led to the channel’s reappearance as “French TV” after the disappearance of the web presence in 2012.
The decision to stop transmitting content was made sometime between June and November 2012. During this period the reasons for the offline programming were quite complicated.
At the end of June 2012, France 3 experienced the most significant programming blackout for a channel online [2]. This was due to a dispute between the channel’s producer, Canal+ (which has been offline since February), and the French Television Council. The latter was concerned that the channel’s schedule had been compromised and that it did not comply with the ‘relevance’ directives from the European Broadcasting Union (EBU) (which were published in May 2013).
According to Mediapart, the dispute also affected France 3’s programming offline [3].
