With the New York State Department of Corrections and Community Supervision (DOCS) in the news for all the wrong factors, I decided to give a look at the state-controlled system, and see how in the end the people with the power do the wrong things.

This is the second in my series on DOC (New Day DOC): our monthly report on the COVID-19 pandemic. In previous articles, we looked at the social, economic, and political impacts of COVID-19 on the globe and assessed the global response and impact of the new coronavirus.

On the global scale, COVID-19 has been devastating, causing substantial losses in the economies of the US, Europe, and Japan; an estimated 1,050,000 deaths and 2,569,000 seriously ill patients; and an 11% drop in the number of confirmed cases across the continents. The economic impacts are particularly dramatic: unemployment and underemployment are at least twice those seen in the previous recession, and the number of homeless persons in the US is over twice the number before the pandemic. This has significant implications for state governments–whose budgets have been cut by half for the past two years–who must deal with the enormous economic and fiscal challenges they face.

Although not all countries have had their economies affected equally, the most dramatic impacts have been felt in Asia, where the number of confirmed cases surpassed 300,000 and caused a surge in infected individuals. Over 150 countries have reported the deaths of an infected individual, with China’s death toll being the most dramatic. In South Korea, where the number of confirmed cases grew exponentially from one to 14,000, the government has declared a national emergency, which is the most powerful response since the 2003 SARS outbreak of a severe respiratory illness. As of May 16, the total number of cases has exceeded 15,000, including over 50,000 asymptomatic infections.

The economic impacts of COVID-19 could be even more dramatic. Countries and states are struggling to cope with the financial strain of dealing with the economic impact of COVID-19. The impact has been greatest on countries in Europe and Japan, where it has led to a substantial decline in tourism and trade.
