In an effort to “boost” the computer security of government agencies and businesses, the United States Department of Homeland Security reportedly plans to “expand” its National Cybersecurity Center (NCSC), which will include, among other things, “enhanced” cybersecurity training and a new National Training and Education Center (NTE), in the coming years.

In a September 2, 2008, internal Homeland Security “working groups” document, it appears that the NTE will “lead” the department’s “response to the threat of cyberattack” by helping agency and corporation “respond to emerging cyber-threats” at the Department of Homeland Security (DHS). The document, signed by acting US Attorney General Michael Mukasey, states that the NTE will “establish and enhance a national training and education program to help agencies enhance their cyber security training,” and that training will “increase operational readiness” and “improve security measures. ” The document also states, however, that “[t]his program must be conducted in a manner that does not create national security risks and does not compromise DHS’ integrity in any way. ” According to the document, DHS has “not yet selected a specific location for the NTE” but will “continue with an effort to identify sites and locations that are best suited for the NTE. ” The document also notes that the NTE “will be located within the existing DHS cyber center.

This is the latest in a series of efforts to “boost” the computer security of the government and businesses, beginning with the creation of the new NTE in July 2008. The creation of the NTE was prompted by the fact that the DHS’s “National Cybersecurity Center (NCSC),” a departmental office, does not meet the “minimum requirements” for an NTE, according to a September 24, 2008, memorandum from the White House to the deputy chiefs of the four assistant secretaries of homeland security: Homeland Security, Federal Emergency Management Agency (FEMA), Transportation Security Administration (TSA), and the Secret Service.
