A cybersecurity researcher has posted the most complete set of details about the ransomware attack on government institutions from the US in a series of blog posts this month. The post’s claims, detailed below, are based on information shared in private emails between the US intelligence contractor who initially discovered the attacks and several government agencies, according to a report in the Washington Post. The Post reports that the emails were first sent to the State Department’s Computer Emergency Readiness Team, but the email recipients were ultimately determined to be government officials in the Department of Homeland Security and private companies with operations in the United States.

Since the first emails were sent to the State Department’s emergency-response center (ERS), the CIA has had multiple people reach out to the private-sector cyber-security firm Crowdstrike about the nature of the attacks and their connection to the FBI. A State Department source told the Post that the CIA had requested updates from the firm as early as April, and that officials from DHS, the FBI, the National Security Agency, the National Institute of Standards and Technology, among others, sought the details in private emails from Crowdstrike.

The State Department’s ERS told Congress that the emails were obtained illegally and that it was withholding them. But the State Department’s chief of cybersecurity, John Bellinger, told the Post that the ERS did not share confidential communications with Crowdstrike.

“We want to make clear to the public that we have no knowledge of the sources or methods of this email leak, either illegally or legally,” Bellinger said. “We are not going to release them, for the same reason (as the State Department had not), that we would not release any other information from the ERS to the public.

Crowdstrike has denied receiving the State Department leaks. In a brief statement to the Washington Post, the company said that the email dump “was not related to our work as an organization. ” In another statement provided to the Post, the firm called the leaks “extremely disturbing” and said they “may have compromised the security of the private sector.

The attackers then changed tactics and developed new ransomware based on a variety of new methods, and by October they were releasing new ransomware variants that have been extremely resilient to the initial attacks.

Ransomware is not a new concept—as its name implies, the attackers of the Kaseya attackers were sending out a file containing a virus that encrypts data and then waits for a legitimate payment to encrypt the file back again. Kaseya ransomware has also been described as a “pay-to-win” attack because if a user pays the fee, they are guaranteed to never receive their files again. This is because the ransom payment is never going to happen.

The Kaseya ransomware was developed and deployed by the Kaseya Research team as a new ransomware service, called Kaseya VSA. While the ransomware was designed as a purely criminal threat, as security professionals we would characterize it as a threat that uses several security mechanisms to avoid detection.

Russian Foreign Minister Sergey Lavrov has taken a “consistent position” that Russian intelligence agents did not attempt to interfere in the 2016 U. presidential election, in one of the first public responses to a broad array of probes by Congress.

On April 26, 2018, the U. House of Representatives Intelligence Committee published a 25-page document that examined the extent of Russian efforts to influence the 2016 presidential campaign. The probe, led by Representatives chairwoman Adam Schiff (D-Calif. ) and ranking Republican Devin Nunes (R-Calif. ) revealed extensive Russian involvement in the United States politics. “Russian President Vladimir Putin and his personal circle were actively cultivating Donald Trump’s campaign as well as his transition team and his administration,” the report states. The committee detailed extensive communications between Russia and the Trump campaign, including a $65,000 payment to a Russian lawyer for “advance research. ” It also documented “a sophisticated, ongoing effort to undermine trust and influence in the minds of Americans by spreading disinformation and otherwise manipulating the truth.

In response to the report, Russian President Vladimir Putin offered a series of statements that undercut the claims of meddling. Putin, who never contested, denied involvement in the Russian government’s 2016 election interference. He also described a “small number” of U. government officials who might have been involved, saying none had been indicted and that the Russian government had not attempted “to disrupt the American political system. ” The Kremlin has also said it views the probe as “unfounded and irresponsible.

Russia’s denial came after a group of House Intelligence Committee members including Rep. Devin Nunes, the ranking Republican on the committee, and Rep. Adam Schiff, the ranking Democratic member, released a report that confirmed many of the allegations in the report made by the committee.

The report, which was compiled by the House Intelligence Committee under the leadership of Rep. Devin Nunes (R-Calif. ), also reveals that several Republican lawmakers are prepared to launch independent inquiries into Russian interference in the 2016 election.
