The federal government has awarded over $200 million to a new Franklin County program aimed at spurring construction of affordable housing in the county. The $100 million in funding came after Congress agreed to provide up to $50 million in federal funding to help counties and cities build their own social housing projects. With the program in full swing, Franklin County has released a public comment period on whether to accept the grant or not.

In response to the announcement by the federal government that the program would be approved, Franklin County Commissioners have decided to review the funding and submit written comments to the Federal Housing Finance Agency.

“It was a hard decision to ask us to make and it certainly puts a lot of pressure on the county to have our voice heard,” Commissioner Brian Fain said in a statement.

The county’s social housing programs are underfunded compared to the amount of housing they are needed for and the federal funding is a significant incentive for local governments to meet the goal of creating affordable housing, according to Fain.

County officials said that there are many programs that are under-funded that could be used to help build more affordable housing and help the county to remain competitive with other counties in the area.

The Franklin County Housing Authority, a separate organization from the county government that is responsible for funding the new program and does not receive direct funding from the county, has been reviewing its funding requirements since August 2012 and received more than $300,000 in federal funds, a spokeswoman for the Authority said.

“In response, we are working to develop an affordable housing goal for the county and have been meeting regularly with the county planning commission,” the Authority’s Chris Bock said in a statement. “We are committed to taking any opportunities that we are given to ensure we are meeting our affordable housing goals, and look forward to working with the county this fall on any new affordable housing needs.

According to the federal funding document, the Social and Affordable Housing Program is designed to help local governments and counties increase the number of affordable homes they can build and provide homes to individuals and families who meet the criteria of the Federal Housing Administration.
