In our latest study, we found that broadcasters with the ability to negotiate contracts for exclusive network carriage would be the top priority for new TV stations. In the US, we found that the most desirable network arrangements and the largest stations were those with the strongest bargaining access in local markets. It seems that, in the absence of competition, broadcasters that have special treatment from distributors for exclusive carriage would like to exercise that power to exclude. In other words, broadcasters have the desire and the ability to charge market rates for the carriage of premium content that they are not making available through their existing distribution relationships. This is yet another example of how broadcast TV systems are evolving to allow for an increase in the number of potential markets for premium content. We find that more than half of the broadcast networks with local platforms want to negotiate and then waive exclusive network carriage rights and the most common reason for wanting to do so is to seek economies of scale. We also find that the best deals were associated with exclusive carriage for premium channels. This suggests that networks prefer to make exclusive carriage agreements with more stations than the other way around. In other words, networks have less of a desire to move TV carriage for premium channels to local stations than to other cities.

The most common reason given, by networks in both absolute terms (for instance, one network wanted to give a network exclusive carriage for a network-run channel) and relative terms (one network only wanted to give a network-run channel exclusive carriage), is scale economies. This is because the ability to negotiate contracts for exclusive carriage gives the network exclusive negotiating power over the highest number of additional distribution outlets. For instance, networks can negotiate contracts that allow them to get a channel or channels off of more than one distributor.
