14 Palestinian Security Employees Detained Over the Assassination of Nizar Banat

After the Palestinian Authority arrest 14 security employees over the murder of Nizar Banat, including the head of the Palestine police, the Palestinian Authority announced that it would carry out a “decisive judicial and legal interrogation,” in order to understand what crime Banat had committed.

On August 28th, in the early hours of the morning after the murder of Nizar Banat, Palestinian police officers arrested at least 14 security employees, including the head of the Palestine police, during the implementation of the security crackdown in areas that comprise the Nafar Qawasim area in the West Bank. Palestinian Authority police spokesman Ahmad Jabarin said that the arrests were necessary steps to take against the security personnel who have been implicated in the murder. The Palestinian Authority’s security authorities, he added, would carry out a “decisive judicial and legal interrogation” to understand what crime Banat bore responsibility for.

The arrestees include six police officers and four civilian administrators of the Palestine Police, the Palestinian Police Directorate in the West Bank, as well as some former soldiers attached to the Palestinian security forces. The arrested are being held in the detention center for Palestinian Authority police officers in the East Jerusalem town of Al-Khalil. Al-Khalil police say that the interrogation will be carried out in conjunction with the Palestinian Authority’s security authorities.

The Palestinian Authority’s press office said in a statement that on August 28, the Palestinian authorities detained 14 security employees on suspicion of complicity in the murder of Nizar Banat.

Nizar Banat, a Palestinian refugee who was the nephew of Nasser Banat, was killed by Palestinian Authority security forces in the early hours of August 28th in the West Bank city of Nablus. The PA security forces were deployed in Nablus after they received a tip about what the Palestinian Authority’s police were doing in the area. The Palestinian Authority’s security authorities arrested the heads of the local Palestinian Police, the Palestinian Police Directorate, as well as the head of a Palestinian police unit, and arrested the secretary of the Palestinian Police Directorate in Al-Khalil.

According to Haaretz, the Palestinian activist, Tawfiq Jaber, was convicted by a court in September of having “included a fabricated charge” against Palestinian rights activist Sami Abu Zuhdi, who was accused of vandalising a Palestinian Authority (PA) building in Nablus in September 2006. Abu Zuhdi has been on trial since October. The verdict was set to be read in February 2009 by the Jerusalem district court.

Tawfiq Jaber, 33, was a member of the Popular Front for the Liberation of Palestine (PFLP). He was known for his criticism of the PA’s violent crackdowns against Palestinians.

According to Haaretz, a Palestinian policeman who had also been on trial on November 15 was also found dead on Tuesday night. The police officer’s body was later identified as that of Mahmoud Mabrouk, the Palestinian who was shot by Israeli security forces on July 18 of 2005 in the West Bank city of Nablus.

The body of Mabrouk was found the next day in the same city. According to a report by the Palestinian Center for Human Rights, Israeli forces opened fire during a general search of Mabrouk’s house in response to a fire call by Mabrouk’s relatives. According to Haaretz, the police officer, who was shot by Israeli troops, also had the same name as the dead Palestinian. A Palestinian court on Tuesday ordered the arrest of Mabrouk’s wife.

The PFLP is a group of Hamas-affiliated Islamic organizations that has waged an armed struggle against Israel’s occupation of the West Bank and its Arab population. PFLP members have been targeted by Israel for several years.

The murder of Palestinian activist Sami Abu-Zuhdi (Tawfiq Jaber) on Tuesday night was not the first death in the Palestinian Authority. According to the Palestinian Center for Human Rights which has reported four incidents this year, including the killing of Tawfiq Jaber in Jerusalem. On Sunday, Nablus city councilman Mohammad Muhsan was shot dead by Israeli soldiers.

The 43-year-old banat had been subjected to physical violence.

18, the banat was attacked by a lone thief, as it was on the prowl in the night. The banat had been out for a night for drinking and shopping in the city. Suddenly, a thief in his early twenties entered the car and took it. The banat was shaken with the attack, and the thief then escaped with the car. The banat immediately went to the police station with the car. A few hours later, upon searching the area around the car, the police found a mobile phone, a bag of biscuits and a wallet with credit cards. On looking at the mobile phone, police found a picture of the thief, and later the police arrested another student, identified as Ramli Das.

After the arrest, police found a list of demands from the thief. In that list, the thief demanded Rs. 1 lakh, and the banat allegedly threatened to kill them. Police suspected that a list of demands was a ploy, but the banat had not made any demands.

Two days after the arrest, the police produced a video which showed the banat on the prowl in the night. During the arrest of the banat, the video was played to the police. The police had recorded the video themselves. The video showed that the two student had been seen in different places wearing hoods, while their car was also seen with hoods. Police suspect that the thief had entered their car, and had used the hoods to attack the banat.

At this point of time, the banat had filed a writ and then sought a leave to file a first information report on a day when the incident took place. By the time the first information report was filed, the police had already arrested Ramli Das. Police had also collected the mobile phone on which the video had been shot and recovered the credit cards. Police was then led to the location of the car, and the stolen wallets, and mobile phone. Police were also able to collect the clothes which had been found in Ramli Das’s possession.

After collecting the clothes, the police took them to the local police station.
