In September 2017, the United States Agency for International Development (USAID), under the USAID/Zambia program, began a project called Building a Sustainable Zambia (BSZ). This project includes the provision of technical support and capacity building to the government of Zambia, to allow for the establishment of a democratic state that is more conducive for a free, fair, open, accountable, and equitable society. The project is expected to result in improved political and social institutions to support democracy and human rights within an inclusive and progressive way. The project seeks to address the challenges to democratic governance that exist in Zambia due to political instability and persistent challenges to the rule of law and human rights.

The objective of this project is for Zambian government and the private sector to demonstrate respect for the rule of law, a culture of human rights and fundamental democratic principles, as well as demonstrate the capacity of the private sector to deliver inclusive and progressive services for all. This is achieved through increasing transparency in the development process and in the capacity building and technical support of the private sector, and through the engagement of foreign private sector development experts in a collaborative process to promote the development of services to benefit all.

This project will help realize the vision of the Zambian government and Zambian private sector to build a strong, democratic and inclusive state that can provide an environment conducive for the promotion and advancement of human rights and democracy.

Public space is a key element of our society, and as such, is fundamental to the democratic space. The democratic space is a space for public speaking. Free speech should include the public space; no free speech is complete without access to the public space.

Public space is one of the essential elements of the democratic space, and no one can be successful as the public space without it. As a free speech movement, the public space is a crucial element of the democratic space. The public space is a space of freedom for the free expression of ideas, and one of the most important spaces in our society.

As free speech in America has risen in power, it has increased its demands on this fundamental resource of our society. Our freedom of expression has been threatened over and over again. Freedom of speech has become a basic human right, and the fundamental democratic space has become a space of conflict and conflict.

The basic public space of our society has become a space of power, a place for the free expression of ideas.

The public space was never intended to be a space of freedom in America. The public space was intended to be a space for public speech. The government has no obligation, on its own, to provide public speech. The government is obligated to protect the public space from the abuse of power by individuals. The Constitution, the fundamental democratic principle in America, states that the people have a right to have their voice be heard in public affairs. Public space is not just about public speech, it is the fundamental democratic principle on which America was founded.

The government can not force the public to speak or allow speech. It can only control speech that is freely desired by individuals.

The government may restrict speech that is protected by the First Amendment. Speech that is protected by the First Amendment is speech that is not harmful to the public. Speech that is protected by the First Amendment protects the right for Americans to have their voice be heard. Therefore, the government can only control speech that it wishes to protect in public and is allowed to speak.

USAID-Increasing Transparency and Democracy in Zambia

The 2014 Zambian elections were a big step towards increased democratization. This culminated in the 2014 elections which saw the re-election of President Edgar Lungu to a second term. Though Lungu won a clear victory, the election was marred by voter intimidation, and other irregularities, including a lack of voter-verified paper receipts. The 2014 elections have prompted civil society organizations to raise their concerns regarding the transparency of the election process and the absence of transparent voter registration procedures. While many of the allegations raised by civil society organizations are well-founded, there are many more allegations which are unproven.

USAID-Increasing Transparency and Democracy in Zambia (IT&D), is a new USAID program which seeks to promote transparency and democracy in Zambia. The aim of this new program is to increase public information regarding governmental activities and to promote and strengthen the role of civil society organizations in the delivery of information to the public. It seeks to enhance the accountability of elected officials and to increase accountability of local government authorities through transparency and the effective use of tools like online voting. One of the innovative aspects of this program is the use of online voting to enable citizens to cast their votes directly and securely online. This has not been done before anywhere at this scale in Zambia. In the past few years Zambia has experienced a sharp decline in the number of citizens with access to online voting, so this new initiative offers a unique and innovative solution to help the citizens of Zambia participate fully in elections without the fear of intimidation or loss of rights with the help of a new technology.

The project seeks to strengthen the capacity of people to exercise their democratic right by strengthening transparency and making them more able to communicate their concerns to the public.
