This paper will explore the ways to build upon McHenry County’s extensive and successful record of providing outreach, education and services in combating homelessness. Key Findings: In this paper, we will analyze McHenry County’s efforts to provide outreach services to the homeless and explore how they’ve been linked to the county’s strong efforts to combat homelessness. The most basic way to combat homelessness is to help people find housing, which also is a form of outreach. The county’s record on providing outreach to the homeless is very good, and it was largely due to this record that McHenry County was considered to be the county with the best record on homelessness in the United States. The county’s efforts to keep people housed through outreach, education and services have been linked to a variety of positive outcomes, including: greater participation of the homeless population in the overall homeless population—especially men and people who use drugs and alcohol—in the county’s criminal justice system; a reduction in the number of homeless individuals who are held in county jails; and a decrease in crime committed against the homeless, or “offending against society. ” In addition, McHenry County has created a variety of programs and initiatives to address the challenges associated with outreach and homeless assistance. These programs and initiatives have resulted in new opportunities for participants and have provided the county a foundation from which to pursue further improvements. This paper will explore both McHenry County’s history and current efforts to provide outreach to homeless persons, and the connection between these approaches to preventing homelessness.

Abstract: The homeless are a growing segment in the population of the United States and in this era have become the largest social welfare problem in America. In the past decade, McHenry County has become the national leader in addressing homelessness on the streets of the American Midwest.

McHenry County’s homeless program was one of the first ever in the nation to use a form of community-based organization to address the problem of homelessness. The McHenry County Board of Health was one of the first local governments in the country to begin a homeless-focused budget. Their program, known as “Operation Hope,” is unique in that the city-wide goals are integrated into the local level of service. One way to illustrate the integration of the health and homeless services is to create a graph of both the local health department and homeless services’ budgets.

This graph (or chart) shows that the local health department is directly funding operations at each homeless shelter with $3 million in funding a year. On the other hand, the city’s homeless shelter provides a variety of services, including day-to-day administrative support, health assessment reviews, and other forms of support to help homeless residents achieve their health goals of homelessness.

The health department has also created a new position — director of the McHenry County Health Department — to run the program. The city provides a variety of administrative and technical support as well as technical assistance and guidance.

The health department and homeless services created a collaboration which resulted in a health improvement initiative for housing and health that is part of Operation Hope. Although there are no specific figures provided for cost savings, the agency has indicated that they are able to provide a better care option for homeless residents.

The health department budget increased approximately $10 million a year, from $10. 5 million in 2011 to $11. 8 million in 2012. The total increase from 2011 to 2012 will represent a 6 percent increase in overall spending for the department.

My name is Jennifer Fitch, and I’m the community empowerment coordinator for the Greater St. I’d like to start by thanking the people and agencies within the community who are involved with making our communities safe and healthy.

In the last twenty years, there has been significant progress made in improving the living and health of people who are homeless, people with disabilities, people with substance abuse, and people of color. One of the most important steps we have recently taken is to strengthen the social networks in our communities and expand our services for these people.

In general, this includes the development of safe and healthy places to meet and talk with people, the creation of opportunities for job training, education, and business opportunities. It also includes strengthening health services and programs — especially for children, the elderly, senior citizens, and people with co–­occurring health conditions like mental illness and substance abuse problems. And it includes training of people to be resourceful and effective advocates for the people they serve.

A great way to improve our community is by creating the ideal conditions for people to thrive in their own lives and to flourish economically and socially. That is the goal of the community empowerment project.

I’ll give you an example as an example of a place where we have helped to make a difference for our community. My office is located upstairs in the United Methodist Church. It’s called “Community House”. People who live here have made it feel like the center of a bustling neighborhood. It is an easy walk or even a short drive from the church, the St. Louis University, and an array of restaurants.

We are known as the “community empowerment shower” because of the activities that take place here in the morning.

The Pioneer Center, part of the University of Washington, is in its 14th year of providing care and education for people with intellectual and developmental disabilities, including children and adolescents, who reside at UW Tacoma. The Pioneer provides comprehensive, high-quality mental health and addiction counseling, along with other therapeutic activities. The Center is also a center for research on the impact of mental disabilities in the general population and to learn more about the causes, prevention and treatment of mental health and addiction.

“Research is what drives our Center’s work,” said Fischbach. “We are committed to contributing to a healthier society through a better understanding of the causes, prevention and treatment of mental health and addiction.

This commitment is reflected in the Center’s strategic focus on providing mental health and addiction services that integrate research with clinical care. In order to develop a strong research agenda, the Center partners with the UW Tacoma faculty, staff and students to pursue collaborations with researchers across the UW-Tacoma Health Care system, including schools of nursing, clinical psychology, medical psychology, social work, and other medical disciplines.

The Center’s research has a significant impact on the quality of care provided at the Pioneer Center, UW Tacoma, and on a wide variety of populations, from individuals with mental health and addiction issues to racial and ethnic minorities.

“As a national model in health care, the Center represents a remarkable commitment to quality research that enables us to provide care to underserved communities,” Fischbach said.

Fischbach leads a team of 14 interdisciplinary researchers who are dedicated to advancing public mental health and addiction policies and interventions.
