County Approves $1 Million Contract for Network Infrastructure Project
County approves a $1 million contract for a network infrastructure project at a site across the county.
When it comes to constructing infrastructure or upgrading the electrical infrastructure of a county or city, the amount and type of spending is always a factor to weigh. For example, the county of San Mateo is currently at the forefront of this kind of work on an ongoing basis. In 2003, the county approved a $400,000 contract for a 5G project. Today, a $750,000 contract is being awarded for a similar project.
“The county’s long-term vision is to utilize 5G technology for the county’s communications infrastructure,” said Greg McInnis, acting Chief of Engineering with the County. “We are investing in a 5G network and a fiber optic backbone to support this vision. The County has been awarded a $1 million contract for a project to upgrade an existing 5G build out to a more efficient model of fiber broadband.
The 5G network will enable the county to improve information speed and access for its customers. The project allows for more wireless, wired and fiber connectivity, according to the County.
“This project has the potential to enhance and improve the communication throughout the county,” said County Executive Roger Noreika. “The County will be using this project to get its customers and to work with them to make their lives better in various ways. This is a very important project and it will impact all county residents.
The new 5G network will be built over a fiber optic backbone and will be connected to over a dozen rural telecom and government customers across the county.
“As a customer, you can now talk with the County,” said Jason Brinkman of the County’s Public Works Department. “We will be able to have a greater understanding of what you want to do. We will be able to make that connection to the County, and we’ll want to make sure that we have that connection.
As part of the project, the County will be working with the City of Livermore to upgrade the existing communications infrastructure. The county will be upgrading and upgrading the existing 5G build out.

The following is a summary of the project proposed to construct a satellite communication system which will serve the citizens of the unincorporated portion of Yates County. The project is being proposed as an independent project under the authority of section 37-11-9, N. (hereafter “Act”).
The proposed system is projected to provide a 24-hour satellite communication link between the Yates County Fire Department and the Sheriff’s Office in Graham. This will allow emergency 911 calls to be made with a “one-call response” within the Fire Department. The system is anticipated to cost approximately $27. 5 million and be completed in late 2007.

* The System Configuration Manager software from Computer Associates of Charlotte can be purchased for installation. This software is available on CD-ROM at no charge and is currently $149. It will be installed on all newly purchased computer hardware prior to the installation of the service area project which includes the system. However, any existing equipment which is already receiving new software can be repaired to receive the new software.
* The General Assembly-approved software from Compaq Computer Corporation can be purchased for installation. This software is available on CD-ROM for $79.
* The Internet Service Provider (ISP) software from Compaq Computer Corporation can be purchased for installation.
* The CERT/CCNET software from Computer Associates can be purchased for installation.
* The Gateway Router and System Configuration Manager from Network Solutions of Charlotte can be purchased for installation.
* The Satellite Modem/Satellite Connection System from Satellite Communications of Charlotte can be purchased for installation.
* The Internet Security Software from Computer Associates can be purchased for installation.
* The System Management and Control software from Network Solutions can be purchased for installation.
System Configuration Manager. The system configuration manager software will be the software which will be used to set up, maintain, and configure all of the computer hardware that will be installed in the Yates County ReConnect Project Service Area.

| The contract between the Yates County Public Works Department and the Yates County Solid Waste Authority was awarded on May 8, 2006. The contract will provide the YCSWD with annual fixed costs for the year 2006, and it calls for annual operating costs related to the storage container that is being constructed by the YCSWD. The solid waste facility is to be located on the site of the Waste Treatment Facility, which, for the past seven years has been the Waste Treatment Facility Authority. When the Solid Waste Authority was formed, it was authorized to charge the YCSWD with the annual fixed cost for the Solid Waste Facility. The first annual fixed cost for the Solid Waste Facility is being paid by the YCSWD. The Solid Waste Facility is not operated by the Waste Treatment Facility Authority. The Fixed Cost is being paid by the YCSWD through the Solid Waste Authority. The Solid Waste Authority is an agency of Yates County and is an authority that was created under law. The Solid Waste Authority is the agency that will maintain the solid waste facilities, the solid waste management facility, and the recycling center that are in addition to the disposal facility that was constructed by the Yates County Solid Waste Authority. There is no provision for the Solid Waste Authority to sell this property to the Waste Treatment Authority for the disposal of the solid trash. There is a provision for the Solid Waste Authority to sell the property that it is purchasing from the Yates County Solid Waste Authority to the Yates County Waste Management Authority. A contract between the YCSWD and the Waste Management Authority was signed and entered into on June 12, 2006 for the year 2006 fixed cost. The Yates County Solid Waste Authority is to build the Solid Waste Facility on the site of the Waste Treatment Facility Authority. The YCSWD is using all the monies that it is receiving from the County’s Solid Waste Authority to pay the Yates County Solid Waste Authority for its Solid Waste Authority contract. There is no provision that specifies the Yates County Solid Waste Authority is to pay any amount towards the cost of construction or operation of the solid waste facility. The Yates County Solid Waste Authority is not building or operating the Solid Waste Facility. Instead, the YCSWD is building the Solid Waste Facility on the same site on which the Waste Treatment Facility Authority was located. There is no provision in the contract that the YCSWD is to pay for the construction project.
